Elimintate invalid semver references to "1.1" and always refer to "1.1.0"

Description

The semantic version spec requires version numbers, as a base, to have three numbers separated by dots. "1.1" is not a valid semantic version number, and it should be specified as "1.1.0".

I'd like to suggest we rename the fix version tags in JIRA and any references in the code to these to have all three digit groups. I discovered this while writing some tooling to try and parse JIRA tickets, and had to add special code to detect these shorter numbers, and add the extra ".0" to them.
